## Step 4: Submit Inscription (Pure Git PR)

Fork `https://github.com/the-first-wall/ledger`, add your block record under `ledger/w1/w1-b{id}.json` with your 10×10 WebP icon, and open a Pull Request.

The deterministic GitHub Action verifier automatically:
1. Validates payment on Base RPC (Chain ID 8453).
2. Strips image EXIF data and re-encodes the 10×10 block into lossless WebP.
3. Updates the Merkle root and regenerates the canvas.
4. Requests human-in-the-loop merge review.
